Due to the fear and tension in Europe at the time, all European states maintained large armies and navies, a military force was seen as a deterrent against attack. All the countries of Europe, with the exception of Britain, had conscription (temporary enlistment for state service; you know, the army) in place.
The need to maintain strong armed forces to act as a deterrent against possible invasion led to an Arms Race between the European powers.
As the world entered the 20th century, an arms race had begun. By 1914, Germany had the greatest increase in military buildup. Great Britain and Germany both greatly increased their navies in this time period. Further, in Germany and Russia particularly, the military establishment began to have a greater influence on public policy. This increase in militarism helped push the countries involved to war. [26]
